When I was President of an Explorer Post (forerunner to Venturing) I did the same thing. I identified who should be a member and then asked them person-to-person to become involved. As I explained what would be involved, the benefits of their participation, the duties & responsibilities they literally sold themselves. I really don't think it is any different today --- people recruit their friends.
